改革开放以来,多种经济形式并存和财力、投资决策权的下放,带来了投资主体多元化、投资决策多层次、投资来源多渠道和投资方向分散化的新格局。一方面大大增强了地方、部门和企业的活力,调动了各方面发展生产的积极性;另一方面由于改革还不配套,新的投资管理体制不够完善,计划调节和市场调节的关系尚未处理好,投资制约机制也不健全,出现了投资
Since the reform and opening up, the coexistence of various economic forms and the decentralization of financial power and investment decision-making have brought about a new pattern of diversification of investment entities, multi-level investment decisions, diversified sources of investment sources and diversification of investment directions.
