在非零和博弈中,参与者既存在着共同利益,又存在着彼此优势竞争关系,因此他们之间,既可能是合作博弈也可能是非合作博弈。而新自由制度主义所关注的问题,是如何促成非合作博弈向合作博弈的转变,这也是国际合作能否实现的关键。20世纪30年代大萧条中,以美国为首的不合作博弈给世界带来了严重后果,用事实,从反面证明了危机下国际合作的必要性。与大萧条相比,金融危机下的国际合作又有新的特点,这也为行为体之间由不合作博弈向合作博弈转变提供了可能性。
In non-zero-sum game, participants not only have common interests but also compete with each other. Therefore, they may be cooperative game or non-cooperative game. However, the issue of neo-liberal institutionalism is how to promote the transformation from non-cooperative game to cooperative game, which is also the key to whether international cooperation can be achieved. In the Great Depression of the 1930s, the non-cooperation game headed by the United States brought serious consequences to the world. Facts show the necessity of international cooperation under the crisis. Compared with the Great Depression, international cooperation under the financial crisis has new characteristics. This also provides the possibility for the actors to change from non-cooperative game to cooperative game.
