提升科技软实力是增强区域科技综合实力和创新能力的重要途径,现有研究中对中国各省市区域科技软实力的比较研究较为少见。本文建立了科技软实力评价指标体系,选取中国华东、华北、华南、华中、西南和东北等10个代表性省市2008-2012年间的相关统计数据,运用线性加权法从横向、纵向两个角度进行得分计算,并对数据结果进行对比分析。横向比较的结果显示:北京和上海的区域科技软实力处于领先地位,江苏广东等东部沿海地区处于相对领先地位,内陆及西部省份相对滞后;而纵向比较的结果显示:陕西和四川等西部省份科技软实力年均增长速度最快,甚至超越了北京、上海等发达省市。最后,本文分析了上述省市区域科技软实力的制约要素,并提出了相应的对策建议。
To enhance the soft power of science and technology is an important way to enhance the comprehensive strength and innovation ability of regional science and technology. The comparative studies on the soft power of science and technology among various provinces and municipalities in China are relatively rare in the existing research. This paper establishes the evaluation index system of science and technology soft power, and selects the relevant statistical data of 10 representative provinces and cities in East China, North China, South China, Central China, Southwest and Northeast China from 2008 to 2012. By using the linear weighted method, Calculate the score, and compare the data results. The results of horizontal comparison show that the regional soft power of science and technology in Beijing and Shanghai are in a leading position, Jiangsu and Guangdong and other eastern coastal areas are in a relatively leading position, and the inland and western provinces are relatively lagging behind. The longitudinal comparison shows that the western provinces such as Shaanxi and Sichuan The average annual growth rate of science and technology soft power is the fastest, even beyond Beijing, Shanghai and other developed provinces and cities. Finally, this article analyzes the constraints of the above-mentioned provincial and municipal regional soft power of science and technology, and puts forward corresponding countermeasures and suggestions.
