For tunnel and underground engineering has the characteristics of large investment, long construction period, many construction projects complex construction technique, many unforeseen risk factors and heavy impact on social environment, so tunnel construction is a high risk construction project. Based on the above characteristics, there are many uncertainties in the process of tunnel construction that lead to an important cause of tunnel construction process at risk. Compared with other engineering, highway mountain tunnel’s uncertainty of hidden nature, complex construction, stratum condition and natural environment is more prominent, which greatly increases difficulties and risks to construction. Thus, in order to ensure the construction goals of highway mountain tunnel, it’s important to take risk management. So we need to study risk analysis and risk assessment for highway mountain tunnel.In this paper, it makes a comprehensive and systematic understanding and analysis of domestic and international risk analysis and evaluation’s research status and progress; it combines the characteristics of the highway mountain tunnel construction with risk analysis and risk assessment, then propose the fuzzy-analytic network process(F-ANP) composed by Delphi method, network analysis and fuzzy comprehensive evaluation which improves the theoretical research of risk analysis and evaluation; it builds risk assessment system of the highway mountain tunnel construction and evaluation model by comparing and analysis of the theory and practice; it uses these theries to risk assessment and take Longtouling Tunnel as application and put forward some risk control measures. Research and results are as follows:(1)In theoretical knowledge reasearch, it imporves the basic contents of highway mountain tunnel’s construction risk, such as risk identification, risk analysis and risk assessment.(2)In risk assessment method reasearch, it puts forward a fuzzy network analysis method that include Delphi method, fuzzy comprehensive evaluation and network analysis, which based on the combination of qualitative and quantititative, static and dynamic.(3)In risk assessment system reasearch, it establishs the7-level indicators of natural risk, geological risk, technical risk, schedule risk, quality risk, cost risk, security risk, as well as with the related20secondary indicators, and use it to establish the fuzzy analytic network evaluation model.(4)In projects application, it combines the actual situation of Longtouling Tunnel, use fuzzy analytic network method for risk assessment according to the scoring results of the Delphi survey of experts, and draws its construction risk at a high level.(5)In terms of risk control, it studies the contruction of highway mountain tunnel responses of commom risks, which based on risk control principles and methods.
