第一章 总则 第l条 根据《铁道部关于贯彻党的十四届三中全会(决定),深化铁路改革等若干问题的意见》,为深化投资体制改革,转变政府职能,完善宏观调控体系,扩大铁路局更新改造投资决策权,建立运输企业自主经营机制,制定本规定。 第2条 为建立现代企业制度,逐步实现政企分开,在部《铁路运输设备更新改造计划管理办法》(铁计[1995]26号)和《关于加强铁路运输设备大修计划管理的规定》(铁计[1995]27号)文件划清了更新改造、大修理界限的基础上,还必须进一步扩大铁路局(含广铁集团公司、下同)投资决策权限,同时加大铁路局成本管理和投资权责,把企业改革同改组、改造和加强经营管理结合起来,使铁路局成为自主经营、自负盈亏、自我发展、自我约束的法人实体和市场竟争主体。
