“九五”以来,铁路企业投资体制改革逐渐加大步伐。1996年起在全路实行的部铁计[1995]173号文件标志着铁道部在转变政府职能,使铁路局成为“四自”的法人实体和市场竞争主体的道路上迈出了实质性的大步。两年多来的实践证明,173号文件方向是对的,效果是好的。当然,在操作过程中还存在一些问题,需在今后逐步加以调整。随着铁道部实行政企分开,各铁路局实行资产经营责任制,铁路企业投资体制还需要进一步改革。下面所谈的是沈阳局贯彻执行173号文件的体会及改革投资体制的设想。
