本文对上海铁路公安局在推进干部人事制度改革方面的做法进行了总结和探讨。通过建立未尾淘汰,干部双向选聘,干部交流,干部离任审计等制度,有效地完善了用人机制,促进了党风廉政建设。同时也对影响干部人事制度改革进一步深化的制约因素进行了深入反思,提出了解决问题的办法和措施。
This paper summarizes and discusses the practices of Shanghai Railway Public Security Bureau in promoting the reform of cadre and personnel system. Through the establishment of the system of eliminating the tails, selecting cadres bidirectionally, exchanging cadres, auditing cadres leaving their posts, the system effectively improved the employment mechanism and promoted the building of a clean government. At the same time, it also conducted in-depth rethinkings of the factors that have an impact on the further deepening of the cadre and personnel system reform, and put forward solutions and measures to solve the problems.
