本文是一份专题考察报告,以典型的事例和翔实的数字叙述了白俄罗斯铁路局提高劳动生产率的四项主要措施:1.修订和提高劳动定额;2.改进生产和劳动组织;3.积极采用新技术;4.改进管理机构;并进一步论证该铁路局之所以能有效地精减人员,是由于减人的指导思想明确,有敢于改革的决心,实行减人和工资分配挂钩的政策,各级机构职责分明,职工素质较高,管理基础工作扎实,企业外部条件较好,以及其他因素的存在。这些经验是很值得我们借鉴的。
This article is a special survey report, with typical examples and informative figures on the Belarusian Railway Bureau to improve labor productivity of the four main measures: 1. Revise and increase labor quotas; 2. Improve production and labor organization; 3. Actively adopt new technology; 4. And to further demonstrate that the reason why the railway administration can effectively reduce its personnel is that it has a clear guiding principle of reducing human resources, a determination to dare to reform, a policy of linking down people with the distribution of wages, a clear division of responsibilities among employees at all levels, Higher quality, a solid foundation for management, external conditions better, and the existence of other factors. These experiences are worth learning from.
