目标就是指决策者在一定环境和条件下,通过决策和决策的实施要想达到的境地或标准。它有三个特点:第一,可以计量其成果;第二,可以规定其时间;第三,可以确定其责任。目标是否符合需要,是否有实现的客观可能,以及目标是否明确等,都是决策的前提。有了目标,才能制定各种达到这个目标的方案,不同目标就有不同的方案。确定目标是决策的前提,而如何确定正确的目标却不是一件容易之事。目标的空洞、模糊是决不会作出正确决策来的。一、确定目标的逻辑程序确定目标在实际工作中也是一件非常复杂的工作。如果我们先舍弃每个具体确定目标的过程,可以得到以下抽象的逻辑程序:
