建立行为规范、运转协调和职能有机统一的行政管理体制,从而高效地提供公共产品和公共服务,满足人民的各项需求,是中央政府进行数次机构改革的主要目标。新中国成立以来,中央政府部际协调的历程可分为六个阶段:1949~1965年为部门间关系初步确立和发展时期;1966~1976年为混乱和恢复时期;1977~1987年为渐进改革时期;1988~1997年为深层次改革时期;1998~2007年为平衡发展时期;2008年至今为冲突与协调时期。
It is the central government’s goal to carry out several organizational reforms to establish an administrative system of integrity that operates in a standardized manner, coordinated in operation and organically integrated in its functions so as to efficiently provide public goods and public services to meet people’s needs. Since the founding of New China, the process of inter-governmental coordination among the central government has been divided into six stages: from 1949 to 1965, the initial establishment and development of inter-departmental relations; from 1966 to 1976 into chaos and recovery; from 1977 to 1987, gradual reform Period; from 1988 to 1997 for the period of deep reform; from 1998 to 2007 for the balanced development period; 2008 to the present for the conflict and coordination period.
