受市场经济冲击和部分公办幼儿园的逐渐退出,民办幼儿园发展迅猛,民办幼儿园的兴起曾一度缓解了幼儿入园难的状况,满足了家长多元化需求。但部分的民办幼儿园特别是农村民办幼儿园多为家庭作坊式,园舍条件简陋,教师素质较低,小学化倾向严重,并且存在严重的安全隐患。为规避教育部门的监管,大都不经过审批注册,属于无证非法办园,并且由于其收费低廉,盲目迎合家长需要,对公办幼儿园造成冲击。针对这种现象,招远市教育体育局创新思路,大胆实践,采取了“四步走”策略,有效遏制了非法民办幼儿园发展。招远的做法,在山东省农村学前教育工作研讨会上进行典型交流,并被中国学前教育研究会评选为论文一等奖。 Affected by the market economy and the gradual withdrawal of some public kindergartens, the rapid development of private kindergartens, the rise of private kindergartens once ease the situation of children entering schools difficult to meet the diverse needs of parents. However, part of the private kindergartens, especially private kindergartens in rural areas are mostly family-owned workshops. The conditions of the houses are poor, the teachers’ qualities are low, the tendency of primary schools is serious, and serious security risks exist. In order to circumvent the supervision of the education sector, most of them do not undergo examination and approval registration. They are undocumented and illegal parks, and because of their low fees and charges, they blindly meet the needs of parents and impact public kindergartens. In response to this phenomenon, Zhaoyuan Education and Sports Bureau innovative ideas, bold practice, adopted a “four-step” strategy to effectively curb the development of illegal private kindergarten. Zhaoyuan practice, Shandong Province, rural preschool education seminar on the typical exchange, and was China Preschool Education Research Association selected as the first prize.
