中国的文化产业是伴随着“入世”挑战而逐步兴起的。在我国,这一新概念是在2000年党的十五届五中全会通过的《中共中央关于制定国民经济和社会发展第十个五年计划的建议》中正式提出的。我国虽是一个文化资源大国,但由于文化产业起步较晚,与美国等发达国家相比,却是一个文化产业弱国。这个差距既表现在资金、技术、人才以及经营和管理模式等文化生产能力方面,也表现在创意选择、项目开发、生产目的、运作手段等市场观念方面。从这个意义上说,加速发展文化产业已是刻不容缓的历史使命。
China’s cultural industry is gradually emerging with the challenge of “WTO accession.” In our country, this new concept was formally put forward in “The Proposal of the CPC Central Committee on Formulating the Tenth Five-Year Plan for National Economic and Social Development” adopted by the Fifth Plenary Session of the 15th CPC Central Committee in 2000. Although our country is a great cultural resource, due to the late start of the cultural industry, it is a weak cultural industry compared with other developed countries such as the United States. This gap is manifested both in terms of cultural productivity such as capital, technology, human resources, and management and management models. It is also reflected in market concepts such as creative choices, project development, production objectives and operational means. In this sense, accelerating the development of cultural industries has been an urgent historic mission.
