By comparing the social and economic status between China and other Asian countries and districts, this paper suggests that the cause of the shortage of migrant workers and the tough job market for college graduates in China is the disagreement between the economic development model and fertility decline,and the improvement of labor quality.With the decline of fertility,the working-age population has been aging and the proportion of young labors has been decliningBesides,the development of the college education has given rise to even fewer young blue-collar workers. Nevertheless,the labor-intensive enterprises,which still account for the most in China,still prefer the young labors. This contradiction leads to the shortage of migrant workers and the tough job market for college graduates in China. The transformation of economic development model in China is the key to this problem.
