1997年11月2日,交通部在海口市召开了关于消灭我国船舶在国外滞留率的船东大会。会上确定了为降低我国船舶在国外的滞留率的奋斗目标,提出到2000年“要实现全面脱离黑名单”。这个目标,对正在实行体制改革的中远集团来说,任务异常艰巨。现就有关港口国控制的由来、发展及对航运界的影响做一些介绍,供我们的船长及船员参考。1 港口国控制简介 港口国控制,又称港口国监督,即PORTSTATE CONTROL,简称PSC。从主管机关与被管理对象的角度,对船舶管理又分为船旗国(FLAG STATE)监督、沿岸国(COASTALSTATE)监督、港口国(PORT STATE)监督。
On November 2, 1997, the Ministry of Communications held a shipowner conference in Haikou on eliminating the retention rate of our country’s ships abroad. At the meeting, the goal of reducing the detention rate of our country’s ships abroad was set. We proposed that “we want to achieve a complete removal from the black list” by the year 2000. This goal is an arduous task for COSCO Group, which is carrying out institutional reform. We hereby give a briefing on the origin, development and impact of shipping control on port state control for the reference of our captain and crew. 1 Port State Control Introduction Port State Control, also known as port State control, that PORTSTATE CONTROL, referred to as PSC.
