积重难返的困境 医疗需求和医疗服务能力之间存在的不协调,是相当长时间以来呼声很高的社会问题之一。很多城市被这个日益严重的问题困扰着。据北京市调查,50年代末与80年代初相比,全市居民全年人均门诊次数由1次上升到11次,增加了10倍;全年人均使用病床量由0.3天上升到1.2天,增加了3倍;1986年全市需要住院的110万病人中,有54万住不上院,一些需做心脏手术的甚至要排队2~3年。
Difficulties that are hard to return The inconsistency between medical needs and medical service capabilities is one of the social issues that has been vociferous for a long time. Many cities are plagued by this growing problem. According to a survey conducted by the Beijing Municipality, compared with the end of the 1950s and the beginning of the 1980s, the number of outpatient visits per capita of the entire city rose from 1 to 11 times, an increase of 10 times; the annual per capita use of beds increased from 0.3 days to 1.2 days. Three times; of the 1.1 million patients in need of hospitalization in the city in 1986, 540,000 lived without going to the hospital, and some who had to undergo cardiac surgery even had to queue for two to three years.
