把脉西部中小企业人力资源管理——我国西部中小企业人力资源管理的问题和政策建议

中国西部中小企业已经成为中国西部经济增长的主要力量。然而,西部中小企业也存在不少问题,尤其是在人力资源管理方面存在不少问题,这些问题加剧了西部中小企业的脆弱性。本文在分析西部中小企业人力资源管理问题及其原因的基础上,提出通过构建支持中国西部中小企业提升人力资源管理能力的服务体系和政策体系,对中小企业的人力资源管理能力的发展给予重点扶持。 Small and medium-sized enterprises in western China have become the major force for economic growth in western China. However, there are also many problems for SMEs in the western region. In particular, there are many problems in human resources management that have exacerbated the vulnerability of SMEs in the western region. Based on the analysis of the human resources management problems and its causes in the western SMEs, this paper proposes to give priority to the development of SMEs’ human resources management capabilities by building a service system and policy system that supports SMEs in western China to enhance their human resource management capabilities .
