本文介绍了美国国家标准局(NBS)提出的一种量值保证方案,即:测量保证程序(MAP)的基本内容,并对其数据处理方法作了简要的分析与评述。MAP 用统计方法对测量的质量进行控制,从而减小测量的不确定度,使测量结果较为准确。国外已在逐步推广使用这一方法。目前,我国的量值传递大部分仍以行政系统为主逐级传递,效率不高,传递的质量受到环境条件和人员素质的影响。在当前改革的进程中,如何更有效地既保证量值的统一、准确,又能提高效率和设备的利用率,是值得计量管理部门研究的一个重要问题。本文所介绍的 MAP 测量保证程序可供有关同志参考。
This paper presents a measure of value assurance proposed by the National Bureau of Standards (NBS), namely, the basic content of the Measurement Assurance Procedure (MAP), and a brief analysis and comment on its data processing methods. MAP uses statistical methods to control the quality of measurement, so as to reduce the uncertainty of measurement and make the measurement more accurate. Foreign countries have been gradually promoting the use of this method. At present, most of the transfer of value in our country is still mostly delivered in an administrative system, which is inefficient and the quality of delivery is affected by the environmental conditions and the quality of personnel. In the process of the current reform, how to ensure the uniformity and accuracy of the value more effectively and improve the efficiency and the utilization rate of equipment is an important issue worthy of study by the measurement management department. This article describes the MAP measurement assurance procedures for the comrades reference.
