在图书馆科学管理中,战略规划(又称共同规划、长远规划或规划)是指对未来的规划。它是为了限定和实现某一机构的目标,而采取的一种正式的,具有长远意义的规划方法。战略规划首先是一种指导思想,它帮助人们设想出未来的理想蓝图,发现现实与理想之间的差距,找到实现理想的有效途径和方法。战略规划强调变化和适应变化,而不是抗拒变化。它能预见困难的发生,而不是对变化作消极反应。它强调抓住变化带来的各种有利时机,根据投资——效益的原则选择各种战略。
In the scientific management of the library, strategic planning (also known as common planning, long-term planning or planning) refers to the future planning. It is a formal, long-term planning approach that is designed to define and achieve the goals of an institution. Strategic planning is, first of all, a guiding principle that helps people figure out the ideal blueprint for the future, discover the difference between reality and ideal, and find effective ways and means to achieve it. Strategic planning emphasizes change and adapts to change, not to resist change. It can anticipate the occurrence of difficulties rather than react negatively to changes. It emphasizes the various favorable opportunities brought about by the change and selects various strategies according to the principle of investment-benefit.
