1990年苏联经济形势总的特点是,旧的经济和组织机制被打破,而在市场条件下发挥作用的新的机制尚未建立起来;国民经济失控;物资供应系统被破坏;企业经济组织间的联系中断;经济形势十分严峻。而且除经济问题外,还面临复杂的社会问题,尤其是难以收拾的民族问题。正如戈尔巴乔夫去年11月16日在最高苏维埃紧急会议上所说的那样,苏联当前“经济和社会领域以及消费市场的形势不仅没有改善,反而更加恶化了,政治形势也恶化了,民族关系更趋紧张。”
