匕矿安全部程》（简称规程）第373条规定；“在z过卷高度或过放距离内，必须安设楔形词道或其它类型的缓冲装置。缓冲装置应能将全速过卷（过放）的容器或平衡锤平稳地停住，并不再反向下滑（或反弹）”。1995年煤炭部颁发的《矿井提升系统许可运行证书检查标准》也明确规定：
Article 373 of the Rules for the Safety of Daggers and Minerals (hereinafter referred to as the “Rules”) stipulates that “wedge words or other types of cushioning devices shall be installed at z roll height or clearance. (Container) or balance hammer steady stop, and no longer reverse slide (or bounce) ”. In 1995, the “Inspection Standard for Permit Operation Certificate of Mine Hoisting System” promulgated by the Ministry of Coal also stipulated:
