据公布资料,自1978年以来,我国国有企业连年亏损,且呈迅速递增趋势,至1996年第一季度第一次出现了净亏损,1997年1～2月又出现了净亏损。1998年上半年亏损额高达560亿元,若再加上欠银行的利息、互相拖欠款和产品库存增加这三项可能造成的损失,估计国有企业半年造成的损失为1500～1600亿元。为何国有企业会出现持续的、不断增加的亏损呢?虽然学者们从产权关系、资本布局结构、经营体制、市场机制、企业管理制度等不同侧面作出解释进而提出
According to published data, since 1978, China’s state-owned enterprises have suffered losses year after year, and have shown a rapid increase. The first time in the first quarter of 1996, there was a net loss. In January and February of 1997, there was a net loss. In the first half of 1998, the amount of losses reached as high as 56 billion yuan. If coupled with the possible losses caused by the bank’s interest, mutual arrears, and increased product inventories, it is estimated that the losses incurred by state-owned enterprises during the six months will be 1,500 to 160 billion yuan. Why do state-owned enterprises have sustained and increasing losses? Although scholars have made explanations based on different aspects such as property rights relations, capital structure, management system, market mechanism, and enterprise management system, they have proposed
