随着互联网事业的飞速发展，有“第四媒体”之称的网络媒体迅速崛起，网络以它的即时、快速、交互性等特点吸引了众多受众。但作为传播新技术的代表同样具有两面性，即对人类社会生活产生种种正面作用的同时，不可避免地产生了种种负面影响。我们既不能害怕利用这个开放的言论空间，又不能放任不管，而是要做网络时代“把关人”，总结经验，寻找符合网络传播规律的引导社会舆论的手段，使之更好地发挥引导社会舆论的功能，为争取网上斗争的主动权营造良好的舆论氛围。
