2014年东北三省经济增长速度为6%,比全国平均水平低1.4%,经济增长速度位居中国31个省级行政区后5位,东北三省因经济失速成为社会关注的焦点。为此,政府出台了一系列推动东北三省发展的政策,指出依靠创新驱动发展、健全区域创新体系,以此推动经济转型升级。因此,深入分析并准确评价东北三省技术创新能力,对提高东北三省产业技术创新能力、促进东北三省经济增长具有深远意义。选择东北三省高技术产业为研究对象,采用偏最小二乘回归模型分析东北三省高技术产业技术创新能力影响因素,据此建立技术创新能力评价指标体系并进行综合评价,以此发现东北三省高技术产业技术创新能力深层问题。最后,根据发现的问题提出提升东北三省高技术产业技术创新能力的相关政策建议。
In 2014, the economic growth rate of the three northeastern provinces was 6%, 1.4% lower than the national average. The rate of economic growth ranked the fifth among the 31 provincial-level administrative regions in China, and the three northeastern provinces became the focus of attention due to the economic stagnation. To this end, the government has promulgated a series of policies to promote the development of the three northeastern provinces, pointing out that it is necessary to rely on innovation to drive development and improve the regional innovation system so as to promote economic restructuring and upgrading. Therefore, in-depth analysis and accurate appraisal of the technological innovation capability of the three northeastern provinces has far-reaching significance for improving industrial technological innovation capability and promoting economic growth in the three northeastern provinces. Select the three high-tech industries in Northeast China as the research object, using partial least-squares regression model to analyze the influencing factors of high-tech industry’s technological innovation ability in the three northeastern provinces, establish the evaluation index system of technological innovation capability and make a comprehensive evaluation, Deep Problems of Industrial Technological Innovation Ability. Finally, according to the problems found in the three northeastern provinces to raise technological innovation capability of the relevant policy recommendations.
