Yingkou is a prefecture-level city in Liaoning Province where the state-owned economy once dominated. In recent years, the economic composition of Yingkou has undergone tremendous changes. The sudden emergence of the private economy has become the dominant force in the city’s economic development. In 2001, the output value of private industries hit 32.66 billion yuan, an increase of 15.2% over the same period of last year. Taxes paid amounted to 1.68 billion yuan, up by 45.8% over the same period of last year. The private economy accounted for 83.4% of the city’s GDP. Yingkou City, the economic growth rate in the province’s 14 cities ranked third. The rapid development of private economy in Yingkou City takes place in Liaoning Province, where the planned economy has the greatest impact and the state-owned economy has the highest proportion. This is a question worth pondering. Li Wenke, mayor of Yingkou City, put forward his views on the development of private economy in Yingkou.
