一、经济形势的回顾 同1990年经济全面滑坡的形势相比,1991年东欧各国又处于更为严峻的经济衰退的困扰之中:就东欧总体的平均水平而言,GDP下降幅度一般比1990年扩大1倍,国民收入较上一年减少15%以上,工业生产下降20%以上,外贸规模削减了22%左右;失业率却增长到前所未闻的10%以上,南斯拉夫高达20%;通货膨胀率也均处在35%以上,最高的保加利亚竟高达600%。
