民航总局近日出台了关于促进支线航空运输发展的若干意见,航空公司可自主开辟支线航班。据民航总局有关负责人介绍,这些措施包括:对支线航空运输发展实施分类指导,放宽支线航空运输的市场准入;积极增加支线航空运力,大力加强支线航空机场建设;对部分支线运输和机场经营实行政策性补贴等等。中国幅员辽阔,适合发展支线航空运输。但支线航空的发展一直面临着支线飞机数量少、运营效益差、支线机场利用率低、空域资源紧张、飞行人员短缺等诸多困难。
