本文对目前地矿系统中使用的“脱钩人员”指标及其含义提出了异议。认为其含义不清、解释各异,难以准确划分和计算;与地质找矿为主体的思想和改革的方向相违背;而且易在职工思想中引起抵触情绪,不利于多种经营的发展。建议以“多种经营从业职工人数”和“不享受补贴的多种经营从业人数”两个指标取代这个指标。
This article objected to the “decoupling personnel” indicators and their implications currently used in the geology and mining system. Think its meaning is not clear, explanation is different, it is difficult to divide and calculate accurately; It is contrary to the thought of the geological prospecting as the main body and the direction of the reform; And it is apt to cause the antagonism in the thought of the worker, not conducive to the development of diversified management. It is suggested that this indicator should be replaced by two indicators, “the number of employees operating in a diversified economy” and “the number of diversified employees not entitled to subsidies”.
