To establish a modern enterprise system in state-owned enterprises, it is the key to clarifying property rights. The large proportion of state-owned enterprises in Wuhan is an important foundation for economic development. The reform of the property rights system of state-owned enterprises is a subject that cannot be bypassed by the establishment of a modern enterprise system. The property rights of China’s state-owned enterprises are not clearly defined. The performance of the government as a state-owned asset owner is conflated with the government’s social-economic managerial function. The performance is that ownership is mutilated and nobody is truly responsible for the state-owned assets. There is a lack of effective supervision of state-owned property representatives. These problems are prevalent in all state-owned enterprises, including state-owned enterprises that have undergone modern enterprise system reforms. The solution to this problem lies in fundamentally reforming the state-owned asset management system and building it in accordance with the principle of separation of the government’s social and economic management functions from that of state-owned assets.
