资源稀缺是一种自然必然性。生产力的发展,只能缓解稀缺的压力而不能从根本上消除稀缺。稀缺是当今和未来人类所面临的普遍存在的问题,社会和个人只能根据稀缺的资源从事各种经济活动;而马克思的《资本论》并没有排除对稀缺的研究,只是限于当时的历史条件而没有十分关注。但传统的社会主义经济学长期不重视甚至排斥对资源稀缺及其配置的考察。本文以大量资料说明,我国虽幅员辽阔,但资源缺乏。11亿人口的大国也不能说明劳动资源丰裕。认为中国的经济理论研究,必须在马克思主义基本原理指导下,在吸收传统的社会主义政治经济学优秀成果的基础上,紧密结合我国的实际进行创造性地研究与探索。而引入稀缺概念并深入分析我国各种资源的稀缺度,以及由此引出的资源合理配置和利用,应是名正言顺和理所当然的。
