读了《现代职业安全》第4期《基层安全管理人员现状调查》的报道,作为基层安全管理者真是身有同感,触动颇多。的确,基层安全管理者队伍年龄结构偏大,文化程度较低,技术职务不高,业务能力不强。这些是长期困扰基层安全管理工作的一大难题。另外目前还有一个难题也很值得业界关注,这就是地方政府尤其是省级以下政府安监机构建设步伐缓慢,至今仍存在许多机构建设空白县。不久前,《中国安全生产报》连续刊发了山西省提出“年内消除机构建设空白县”和广西省“机构建设向纵深推进”的报道。事实上,安监机构建设至今空白的问题决不仅在山西、广西存在,在全国不少省市的地方政府由于各种原因,三级安监机构建设步伐缓慢,“三定”工作迟迟不能到位,在很大程度上影响了

Not long ago, “China’s Safety Newspaper” published a series of reports that Shanxi Province proposed “to eliminate institutional blank years of construction during the year” and to promote “institutional building in depth” in Guangxi. In fact, the issue of the safety supervision institution building so far has never existed in Shanxi and Guangxi. Local governments in many provinces and cities in various parts of the country have been slow to build third-grade safety supervision institutions because of various reasons.
