在研究环渤海地区风能资源本底资料的基础上,分析了该地区风能资源的空间分布特征,并对其开发利用价值进行评估;汇总了该地区1997年~2006年间的风电场装机情况以及对应时间序列的社会经济相关指标,总结了环渤海地区风能资源开发利用以及大规模非并网风电产业发展现状;根据风能禀赋、土地覆被类型以及已有和规划修建风电场等影响指标,以10km×10km为基本空间单元,将研究区划分为5852个基本网格,通过格网分析的方法,对环渤海地区风电场选址和大规模非并网风电产业基地建设布局适宜程度进行分级评价,将风电产业基地布局的适应性分为高度适宜区、较高适宜区、中等适宜区、较低适宜区和低度适宜区。以上述研究为基础,探讨了环渤海地区建设1 850×104kW风电产业发展目标和风电场选址方案,以及相应实现的节能减排目标,提出建设环渤海地区大规模非并网风电产业基地与高耗能无碳型产业基地的设想,该基地包括辽中南及辽东半岛非并网风电产业基地、山东半岛非并网风电产业基地和冀西北非并网风电产业基地。最后提出非并网风电产业基地布局以及相关非并网风电发展政策。
Based on the study of background data of wind energy resources in the Bohai Rim region, the paper analyzes the spatial distribution characteristics of wind energy resources in the region and evaluates the value of its development and utilization. The paper summarizes the wind farm installation situation and its corresponding between 1997 and 2006 Time series of socio-economic indicators, summarizes the development and utilization of wind energy resources in the Bohai Sea region and the status quo of large-scale non-grid-connected wind power industry; according to wind energy endowment, land cover types and existing and planned wind farms and other impact indicators to 10km × 10km as the basic spatial unit, the study area is divided into 5852 basic grids, and the method of grid analysis is used to evaluate the location of the wind farms in the Bohai Rim region and the adequacy of the construction layout of large-scale non-grid-connected wind power industry bases. The adaptability of the layout of wind power industry base is divided into a highly suitable area, a higher suitable area, a moderately suitable area, a lower suitable area and a less suitable area. Based on the above research, this paper discusses the development goals of the 1 850 × 104kW wind power industry in the Bohai Rim and the site selection of the wind farm, and the corresponding energy-saving and emission-reduction targets. It is proposed that building a large-scale non-grid-connected wind power industry base and Carbon-free high-energy-consuming industrial base of the idea, the base includes Liao Zhongnan and Liaodong Peninsula non-grid-based wind power industry base, Shandong Peninsula non-grid-connected wind power industry base and northwestern Hebei grid-based wind power industry base. Finally, the non-grid-connected wind power industry base layout and related non-grid-connected wind power development policy.
