我国地方政府创新大致可分为三种类型:政治改革、行政改革与公共服务创新。从大量的地方政府改革创新的实际情况来看,政治改革创新皆限于宪法所确立的基本政治框架,行政改革仍然是地方政府改革创新的重点,公共服务创新涉及范围较广,尚有极大的创新空间,也将是未来地方政府创新的发展趋向。地方政府制度创新的三种类型间相互依存,相互促进,具体体现为:行政改革进行到一定阶段必然要求进行政治改革;公共服务创新对行政改革和政治改革也存在诉求;政治改革对行政改革和公共服务创新同样存在需求。
