联合国教科文组织“国际教育计划研究所”第一任所长菲力浦.库姆斯认为,教育质量不是一个静态的、封闭的概念,而是动态的、开放的概念,它不应等同于传统意义上的学习成绩。同时,考察教育质量要重视从教育内外环境出发对学校教育做事实考察。他的这一思想对于合理理解我们当前的基础教育质量和课程改革有重要的启迪。
According to Phillips Coombs, UNESCO’s director-general of the International Institute for Educational Planning, Quality of Education is not a static, closed concept but a dynamic and open concept that it should not Equivalent to the traditional sense of academic performance.
