2010年,国务院发布了《关于试行社会保险基金预算的意见》,提出全国社会保险基金预算草案“待条件成熟时,由国务院适时向全国人大报告”。2012年3月,第十一届全国人民代表大会第五次会议通过的《第十一届全国人民代表大会财政经济委员会关于2011年中央和地方预算执行情况与2012年中央和地方预算草案的审查结果报告》提出:“2013年向全国人大正式提交全国社会保险基金预算。”今年两会,全国社会保险基金预算草案将首次提交全国人大审议。这标志着我国社会保险基金管理工作进入了一个新阶段。社保基金预算首次在重庆、安徽、浙江、广西等省市区人代会上撩开面纱。社保基金预算制度的建立,不仅确立了基金的预算管理机制,还解决了这一领域制度缺失问题,大大降低了“人为因素”随意性带来的风险。经初步统计,2012年9项社会保险基金收支规模已达到5万亿以上,社会各界对基金管理的关注日益增加。
In 2010, the State Council issued the Opinions on Piloting the Social Insurance Fund Budget, proposing a draft budget for the national social insurance fund. This indicates that our social insurance fund management has entered a new phase. Social security fund budget for the first time in Chongqing, Anhui, Zhejiang, Guangxi and other provinces and municipalities on behalf of people’s Congress veiled. The establishment of a budget system for social security funds not only established the fund’s budget management mechanism but also solved the problem of the absence of a system in the field and greatly reduced the risk brought about by the randomness of “man-made factors ”. After preliminary statistics, in 2012, the size of 9 social insurance funds has reached over 5 trillion yuan, and the social concern has been increasingly raised about fund management.
