一、钢铁工业十二年改革简单回顾 党的十一届三中全会以来,这十二年中钢铁工业的经营体制围绕着处理好国家与企业关系,扩大企业自主权;理顺党政的关系,处理好企业与职工关系;改善企业结构,发挥资产存量潜力和发展外向型经济等领域进行改革,使钢铁工业的体制和企业面貌发生了明显的变化。 1、企业普遍与国家实行了承包经营责任制,所有权与经营权开始分离,初步调整了企业与国家的关系。 2、“七五”期间钢铁工业实行投入产出总承包,逐步缩小指令性计划,企业增强了商品经济观念,开始走向市场。

The enterprises generally implement the contract responsibility system with the state, and the separation of ownership and management rights has initially adjusted the relationship between the company and the state. 2. During the “Seventh Five-Year Plan” period, the iron and steel industry implemented total input-output contracting and gradually reduced the mandatory plan. The company enhanced its commodity economy concept and began to move toward the market.
