胡锦涛总书记在庆祝中国共产党成立90周年大会讲话中指出:“要坚持把干部的德放在首要位置,选拔任用那些政治坚定、有真才实学、实绩突出、群众公认的干部,形成以德修身、以德服众、以德领才、以德润才、德才兼备的用人导向。”这一重要论述突出强调了德在选人用人中的地位作用。相对于才来讲,德更具隐蔽性。在干部的考察上,往往是量才易、辨德难。不少干部出问题,主要不是出在才上,而是出在德上;不是出在做事上,而是出在做人上;不是出在勤政上,而是出在廉政上。如何准确地辨德识人,已成为摆在各级领导干部面前一个现实而又紧迫的课题。
In his speech at the General Assembly celebrating the 90th anniversary of the founding of the Chinese Communist Party, General Secretary Hu Jintao pointed out: “We must persist in putting the cadres’ morality at the top of the list, selecting and appointing cadres who are politically determined, have learned through practical skills, outstanding achievements, and recognized by the masses. Self-cultivation, virtue to serve the public, to lead the German before, to run Germany, ability and political integrity of the employment-oriented. ”This important exposition highlights the role of Germany in the selection and employment. Relative to just speaking, Germany is more hidden. In the inspection of cadres, it is often easy to measure, distinguish Germany from Germany. Quite a number of cadres have problems mainly not in talent but in morality. They are not based on work but on human beings. They are not based on diligence but on honest and clean governance. How to accurately identify German people has become a realistic and urgent issue before all levels of leading cadres.
