1方案的提出1988年汕尾建市初期，首先碰到缺水缺电二大问题。原汕尾镇主要靠库容456万m3的赤岭水库供水，日供水量约4000t，供水断断续续，不能满足原有居民生活生产用水。解决供水是新市建设面临的主要任务。新市供水工程规划设计，由某设计院承担，规划分近远两期工程建设：
