上海从上世纪90年代末开始的第2轮旧区改造,是从房地产最为低迷的状态中起步的,相对于第1轮旧区改造,其需要解决的矛盾和开发难度都增大不少,尤其是从2001年至今,微观和宏观层面上的房地产开发环境都经历了巨大的变动,这其中既有相关法律、法规、政策层面的变动,也有行业规范制度法律化和严格化的过程。如何在政策面和市场都不断剧烈变化的环境中、在市中心区域周边环境极其复杂的条件下,做出一个令开发商、购房者以及附近居民都满意的楼盘将是本文阐述的核心内容。
The second round of renovation of the old urban area in Shanghai, which started in the late 1990s, started from the state of the most downturn in real estate. Compared with the transformation of the first round of old urban areas, the contradictions and difficulties in development required by Shanghai increased a lot. Especially from 2001 to the present, the real estate development environment on the micro and macro levels has undergone tremendous changes. This includes not only relevant laws, regulations and policies, but also the legalization and strictness of the industry regulatory system. How to make a real estate satisfying developers, homebuyers and nearby residents in the circumstance where the policy area and the market are constantly changing dramatically and the surrounding environment in the downtown area is extremely complicated will be the core content of this article.
