铁路运输系统推行TQC工作,一般是从基层站段(车间或班组)的试点开始的。几年来,不少基层站段,通过开展全面质量管理活动,取得初步效果,积累了不少有益的工作经验,为运输系统进一步推行TQC提供了有利条件。但是,通过试点单位的实践也提出了不少值得研究或急待解决的问题,“在基层试点的基础上如何进一步开展分局的全面质量管理?”就是其中之一。本文仅就此问题进行初步探讨。
The implementation of TQC for rail transport systems generally starts with the piloting of grassroots stations (workshops or squads). In the past few years, many grassroots stations have achieved initial results through their total quality management activities and accumulated many useful work experiences, which have provided favorable conditions for the further implementation of TQC in transport systems. However, the practice of pilot units also put forward many issues that deserve research or urgent solution. One of them is how to further develop total quality management of branch offices on the basis of grassroots pilot projects. This article only on the issue of a preliminary discussion.
