搞好企业管理升级是国家推动企业管理进步、全面提高企业素质的正确决策,但有的地方在执行中往往“拐了弯”,增加了企业的负担。难怪有的厂长说,升一次级,剥一层皮。愤懑之情溢于言表。这一正确的决策为什么在执行中产生负效应呢?笔者认为有两个原因:一是有关部门缺乏为企业服务的观念,把升级当成了对企业的恩赐,在管理升级验收中,过分计较企业的“态度”,往来迎送,山珍海味,成了必经程序,有个地方报刊就曾揭露过一次企
