在新中国刚刚诞生的第二年即1950年,淮河发生了约10年一遇的中等洪水,造成灾民1300多万人。是时国家正面临美帝出兵朝鲜直指我国东北和国民经济亟待恢复的极端困难时期,毛泽东主席同时作出了抗美援朝和全面治理淮河两大决策,可见治淮的意义何等重大！自1950年至今年,中央人民政府直接主持召开的治淮会议有10次之多,这在全国各大江河中是绝无仅有的。
