新一轮基础教育课程改革实行国家、地方、学校三级课程管理,这一新的变化使学校在执行国家、地方课程的同时又获得了开发校本课程资源的空间。这将会改变“校校同课程,师师同教案,生生同书本”的局面。这一新的变化,使校本课程的开发成为学校课程改革实验工作的热点问题。哈尔滨市南岗区各中小学,在南岗区教育局的正确领导下,在南岗区教师进修校的大力配合下,开发出了各具特色的校本课程。本刊在2004年第1期特辟专栏,首先,对开发校本课程较好的小学给予重点报道,但由于版面有限,只能从具体的操作层面上给予报道,以期给全省广大同行以更直观、更直接的借鉴。
