近年来,国家不断加大对教育事业经费的投入。为进一步提高办学水平,提升学校影响力,各高校在教学科研仪器设备、服务和工程等方面的采购日趋增多。为规范采购行为,强化依法采购,完善监管和运行机制,将高校采购工作纳入到政府采购的范围意义重大。我国在高校中推行政府采购时间不长,相关的制度、法规还很不完善,实施过程中必然存在着一些问题。本文从我国高校政府采购工作的特点出发,提出高校在政府采购中存在的一些共有的问题以及应对措施。
In recent years, the state has continuously increased its investment in education funds. In order to further enhance the standard of running a school and enhance the school’s influence, the purchasing of teaching, scientific research equipment, services and engineering in colleges and universities is increasing day by day. In order to standardize procurement behavior, strengthen the procurement according to law, improve the regulatory and operational mechanisms, the procurement of colleges and universities into the scope of government procurement is of great significance. In our country, it is not long time to implement government procurement in colleges and universities. The related systems and laws and regulations are still not perfect. There are some problems in the process of implementation. Based on the characteristics of university government procurement in our country, this paper puts forward some common problems and countermeasures that universities have in government procurement.
