目前社区卫生服务工作日益受到全社会的重视,我国的社区卫生服务发展存在一定的不平衡和差异化,各大中城市基本存在中心城区、城郊结合区域和农村化区域等三种服务模式,从而医务人员数量和质量,服务对象的密度和需求、服务区域面积以及医疗保险制度的覆盖程度都不同。在不同的服务类型区域,社区卫生技术人员的培训需要和培训规范会各不相同。在医疗卫生体制改革关键时期,开展社区卫生服务卫技人员培训现状与需求分析,对社区卫生服务发展,乃至医疗卫生改革有重要意义。本文以此为切入点,研究不同服务模式下的社区卫生技术人员培训现状和需求。本次研究建议常规培训用人单位全额承担;专业性培训经费由用人单位和个人按比例分担,单位承担为主。卫生局、医学会等部门在开展培训前能更好的统筹规划,互通信息,避免重复培训、无效培训。要调动各种社会力量,充分利用远程教育技术,开展生动的教学内容和形式,或可解决培训与工作的矛盾,充分节约参加培训路上花费时间,提高培训效率。建议培训后加强理论考试和技能考核。
At present, the community health service is paid more and more attention by the whole society. There is a certain imbalance and differentiation in the development of community health service in our country. There are basically three service modes in the major cities, such as central urban area, suburban area and rural area, The number and quality of medical staff, the density and demand of clients, the size of the service area and the degree of coverage of the medical insurance system are all different. In different types of service areas, the training needs and training practices of community health technicians vary. In the critical period of health care system reform, the status quo and needs analysis of health service personnel training in community health services is of great significance to the development of community health services and even to health care reform. This article takes this as an entry point, studies the present situation and the demand of the community health technician training in different service modes. The study suggests that regular training units take full responsibility; professional training funds by the employing units and individuals in proportion to share, units bear the main. Health Bureau, Medical Association and other departments before the training can better overall planning, exchange of information, to avoid duplication of training, invalid training. To mobilize all kinds of social forces, make full use of distance education technology, to carry out vivid teaching content and form, or to solve the contradiction between training and work, to fully save time and effort to participate in the training to improve training efficiency.
