中国可以牵头成立具有广泛代表性的石油输入国组织(OPIC),避免石油外交中“单打独斗”的局面我国已成为世界第二大石油消费国和第二大石油进口国。消费和进口的不断增加,加剧了中国与其它国家对国际石油资源的争夺,与石油安全有关的一系列问题日益凸显。然而,对于中国来说,石油外交的迫切性直至近几年才逐渐显露出来。与西方发达国家相比,中国的石油外交还处在起步阶段,无论是外交战略,还是具体政策都有待完善。
China can take the lead in setting up a broadly representative OPIC and avoid “fighting alone” in its oil diplomacy. China has become the second largest oil consumer and the second largest oil importer in the world. The increasing consumption and imports have exacerbated the competition for international oil resources between China and other countries and a series of issues related to oil security have become increasingly prominent. However, for China, the urgency of oil diplomacy has only gradually emerged in recent years. Compared with developed countries in the west, China’s oil diplomacy is still in its infancy. Both its diplomatic strategy and its specific policies need to be improved.
