根据上海市委、市政府的部署,“十五”计划期间,上海市政工程建设重点实施“环境综合整治、轨道交通和高速公路”这三大战役。这是上海实现“一个龙头,三个中心”战略决策的需要,也是在城市建设中实施可持续发展战略,提高上海的国际竞争力的重大举措,亦是为了实现上海新一轮城市总体规划确立的城市发展的规划定位,构建国际经济中心城市和国际航运中心的必然选择,上海市高速公路网建设是在《上海市高速公路网规划》的指导下,逐步推进分期组织实施的,并且采用了社会招商确定投资主体的方式,建立滚动建设的新机制。总体目标是在2002年完成高速公路局部成网,即由同三国道、沪嘉浏、沪宁、沪青平、沪杭、沪莘奉金组成的高速公路网。2005年除嘉金高速公路和沪崇苏越江工程外,高速公路网基本建成。2010年前完成建设约650公里的高速公路网,实现“15 30 60”目标。即:重要工业区和集镇、交通枢纽,旅客(货物)主要集散地可在15分钟上高速公路网;中心城与任一新城(县城)在30分钟可以互通;市域高速公路网上任一点都可在60分钟抵达,最终形成覆盖全市6340平方公里市域范围,并与长江三角洲相邻兄弟省市高速公路网完全高标准对接。这是把上海作为全国的上海,立足于长江三角洲特殊的地理位置,利用上海在人才、科技和教育方
