外滩交通综合改造分一期工程和二期工程,一期工程于1992年2月开工,1992年9月26日建成.二期于1992年5月实施,1993年12月通车.一期工程由外滩防汛墙外移工程、外滩地区道路拓宽改建工程和外滩地区绿化景点工程等三个部分组成.经过综合改造的外滩一期工程沿江设置32只呈半弧形的观光平台.64只庭式宫灯和八座花岗石制成的艺术灯柱,显得格外古朴黄雅;防汛墙内是占地11960平方米的空厢,大部分作为停车库.全长826米的中山东一路.由原来的六车道拓宽至十个道,横穿中山东一路的北京东路、南京东路、福州路三个人行地道全部用乳白色的地砖装饰一新.地道采用新型的射灯和亚光灯照明,使人行地道显得明亮清晰.
