已经过去的1996年,既是“九五”计划的第一年,也是落实国务院“三定”方案的第三年。专业艺术教育事业在准确地把握国家关于教育工作的方针、政策,文化工作的发展方略和艺术教育自身改革与发展的进程这几者之间的结合点,较好地进行了政府职能转变的基础上,加强宏观管理,加强政府部门“规划、协调、信息、服务”的职能,积极制订有关法规政策,全面推进专业艺术教育的基础建设,在专业艺术教育管理规范化、科学化、制度化的进程中,扎扎实实地进行了如下几项工作:
