作者认为，国有企业利用外商外资促进了国有企业的体制转换，是搞活国有企业的主要经验。但是，股权控制、公平交易、技术转让、社会责任等方面的负面影响，对国有企业利用外商投资是一种挑战。为此，作者就提高国有企业利用外资效果问题提出了若干政策建议。
The author believes that the use of foreign investment by state-owned enterprises to promote the system transformation of state-owned enterprises is the main experience of invigorating state-owned enterprises. However, the negative impact of equity control, fair trade, technology transfer and social responsibility has challenged the utilization of foreign investment by state-owned enterprises. To this end, the author made a number of policy suggestions on how to improve the effect of using foreign capital by state-owned enterprises.
