目的了解新疆8所中医、民族医医院人力资源配置现状及其存在的问题,为促进中医、民族医医院的卫生事业发展提供参考依据。方法数据均来源于新疆维吾尔自治区卫生厅网络直报系统、2007-2012年《新疆卫生统计年鉴》;2012年从新疆97所中医和民族医医院中随机抽取8所中医和民族医医院的数据,采用Excel2003电子表格建立数据库,采用相对数进行描述性分析。结果 2011年3所中医和5所民族医院中卫生技术人员占卫生人员的比例均最高,分别为80.91%和83.55%。管理人员的比例均最低,分别为0.34%和2.29%。学历构成以大专学历人员所占的比例均最高,分别为47.81%和55.23%,硕士人员的比例均最低,分别为0.21%和0.58%。从职称结构来看初级职称人员所占的比例均最高,分别为60.21%和48.63%。高级人员比例最低,分别为12.91%和5.14%。8所样本中医和民族医疗机构卫生技术人员高、中初级职称的比例是1∶2∶7,初级所占比重最大,呈塔型。从专业结构来看护理专业人员的比例均最高,分别为45.36%和32.74%,口腔和公卫专业比例最低,分别为1.03%、1.19%和0%、0.72%。2011年3所中医医疗机构中医人员仅占卫生技术人员的20.00%,中药专业人员占2.47%,而中药专业人员占药学专业人员的40%。结论 8所中医、民族医医院整体卫生技术人员结构不合理,人员编制不足,整体素质相对低,需加强医院卫生人员的优化配置,增加人员编制,完善人才队伍建设。
Objective To understand the status quo and existing problems of human resources allocation in 8 traditional Chinese medicine and ethnical medical hospitals in Xinjiang and to provide reference for promoting the development of public health and national medical hospitals in China. The data of the methods were all from the direct reporting system of the Department of Health of Xinjiang Uygur Autonomous Region and Xinjiang Health Statistical Yearbook 2007-2012. In 2012, the data of 8 traditional Chinese medicine clinics and ethnic medicine hospitals were randomly selected from 97 traditional Chinese medicine clinics in Xinjiang. Using Excel2003 spreadsheet to establish a database, using the relative number of descriptive analysis. Results In 2011, the proportions of health technicians among the three Chinese medicine and five ethnic hospitals accounted for 80.91% and 83.55% respectively. The proportion of managers is the lowest, respectively, 0.34% and 2.29%. The composition of academic qualifications accounted for 47.81% and 55.23% of the people with tertiary qualifications, respectively, with the lowest proportion of master degree personnel, 0.21% and 0.58% respectively. According to the structure of job titles, the proportion of junior professional officers is the highest, accounting for 60.21% and 48.63% respectively. The lowest proportion of senior staff, respectively, 12.91% and 5.14%. 8 samples of Chinese medicine and national medical institutions of health technicians high, junior professional title ratio is 1: 2: 7, the largest proportion of primary, was tower. From the professional structure point of view, the proportion of nursing professionals is the highest, accounting for 45.36% and 32.74% respectively. The lowest proportion of oral and public health professionals is 1.03%, 1.19% and 0% and 0.72% respectively. In 2011, the number of Chinese medicine practitioners in the three medical and medical institutions accounted for only 20.00% of the total number of health technicians, 2.47% for those specializing in Chinese medicine, and 40% for those specializing in pharmacy. Conclusion The overall structure of health technicians in the 8 traditional Chinese medicine and ethnology hospitals is irrational, the staffing system is inadequate and the overall quality is relatively low. It is necessary to strengthen the optimal allocation of hospital health personnel, increase staffing and improve the construction of qualified personnel.
